The following information has been provided by the Sector Skills Council (IMI) in relation to apprentice framework certification fees and claims, it does not affect IMI Awards qualifications certification fees and claims.
The Apprenticeship, Schools and Children Act 2009 (ASCL Act) was enacted on the 6th April 2011. Part of this Act and the requirements of it, laid down by Parliament, affect the way Apprenticeships are certificated in England.
The IMI Sector Skills Council have just received notification from the Department for Business, Innovation and Skills (BIS) that under the ASCL Act from, and including, April 13th 2011 SSCs can charge a maximum of £25 per Apprenticeship completion certificate. Therefore, from this date the IMI will be reducing their Apprenticeship certification fees from £30 to £25 per certificate.
However, there are other changes to the certification process that will affect the way training providers claim for certificates. At this time details are patchy and incomplete and the IMI/SSC await further instructions and guidance from BIS.
In order to ensure the IMI SSC comply with the legislation, it has been agreed that they will not issue any apprentice framework certificates after close of business today, Tuesday 12th April 2011, until further notice. The changes that the SSC expect to have to make are with regard to certificate design and certificate claim forms - the requirements for which are laid down in the ASCL Act and its requirements and guidance to be issued by BIS.
The SSC expect that apprentice framework certificate issuing could re-commence by the end of April, subject to new certificates being supplied to SSCs in time.

The following information is supplied by IMI (Sector Skills Council)
The IMI's new Specification of Apprenticeship Standards for England (SASE) and Wales (SASW) compliant frameworks were issued on 4th April 2011. The finalised frameworks are available to view on the Apprenticeship Frameworks Online (AFO) web portal.
SASE and SASW compliant frameworks are available to view on the IMI website. The frameworks are still in draft format due to changes that are being made to the AFO web portal to meet the requirements of the final published SASE.
The Skills Funding Agency (SFA) has taken the decision to fund both the Blueprint frameworks (framework 4) and the new SASE frameworks (framework 1) for a period of 4 weeks from the date the new frameworks are issued. This means that new learners in England can be registered on either framework for the 4 week period. The NQF qualifications have been extended to fall in line with this extension of funding for the Blueprint frameworks (framework 4). For England all frameworks will be funded at the Blueprint frameworks (framework 4) rate until August 2011 and we continue to work with NAS, the SfA and the provider community on activity costing models and funding levels beyond August 2011.
As a result of our consultation exercise on the content and levels of qualifications contained within our SASE compliant frameworks, the IMI carried out a validation exercise in England in January 2011 to establish with employers their recommendations regarding the appropriate level at which to set requirements for Information Communication Technology (ICT) within the Level 3 Advanced Apprenticeship frameworks.
During this exercise the final publication of the SASE was released (on 20th January 2011), which indicated a change to the requirements applied for leveling of ICT within the Level 3 Advanced Apprenticeship frameworks. The final version of SASE states that ICT must be included, at Level 2 within a Level 3 Advanced Apprenticeship Framework, unless ICT is not relevant to effective performance in the occupation or sector to which the framework relates.
Following this change to the SASE the IMI agreed with its Apprenticeship Steering Group to carry out a further review to determine whether ICT should be included in all Level 3 Advanced Apprenticeship frameworks.
As a result, we have taken a view that ICT is still relevant in all Level 3 Advanced Apprenticeship frameworks other than Vehicle Fitting. Therefore, ICT has been removed from the Vehicle Fitting Level 2 Intermediate Apprenticeship framework and Level 3 Advanced Apprenticeship framework.

The final version of Specification of Apprenticeship Standards for Wales (SASW) is expected to be published in June 2011. The only changes anticipated are the inclusion of Level 4, 5 and 6 frameworks.
