Assessment and Quality Assurance (assessor and verifier) Qualifications
This suite of Level 3 and Level 4 Assessment and Quality Assurance (assessor, internal verifier and external verifier) qualifications was developed to meet the requirements of staff who are working in (or individuals looking to gain entry to) roles in assessing and/or quality assuring (verifying) occupational competence in the work environment.
As well as being a requirement for staff who assess and/or quality assure (verify) qualifications which confirm occupational competence, these qualifications are also valuable to staff who are responsible for assessing and/or quality-assuring (verifying) vocationally related achievement.
Knowledge based units (titled 'Understanding the principles and practices of...’) are available as single unit Awards. These are valuable for staff who require an understanding of assessor and quality assurer roles, but are not a practitioner, e.g. because they have not yet started the role, or they are a coordinator responsible for assessors and/or quality assurers (verifiers), but do not undertake these roles themselves. This approach offers flexibility and potential to meet the needs of aspirant assessors and quality assurance staff. In the example below, those new to assessment and hoping to become assessors can take the first unit and gain an understanding of assessment principles and practices, even before they are in a position to practice assessment. When they are in a position to carry out real assessments, they can take the second unit and, in the spirit of holistic assessment, use evidence from one to meet some of the requirements of the other.
For example, the Level 3 Award in Assessing Competence in the Work Environment consists of two units.
- Unit 1: Understanding the principles and practices of assessment (knowledge based unit)
- Unit 2: Assess occupational competence in the work environment (competence based unit).
The qualifications have been developed for those working in accredited learning, non-accredited learning, the NQF and the QCF. The Level 3 qualifications are for assessors and the Level 4 qualifications for internal & external quality assurers (verifiers).
This suite of qualifications is nationally recognised and accredited by Ofqual. The qualifications are based on the Learning and Development National Occupational Standards (NOS). These NOS, the qualifications’ structures and assessment strategy were devised by Lifelong Learning UK (LLUK). They were subsequently owned by the Learning and Skills Improvement Service (LSIS). When LSIS closed in July 2013, it was confirmed that the Education and Training Foundation would take forward all UKCES standards related work for this occupational area.
These qualifications replace the A1, A2, V1 and V2 qualifications. Therefore those individuals holding assessor and quality assurer (verifier) qualifications (including A, D and V units) are not required to undertake these qualifications. However assessors and quality assurers (verifiers) should undertake continuing professional development to ensure they are working to Learning and Development National Occupational Standards NOS 2010.
